New China customs requirements effective from 1st June 2018

The General Administration of Customs of the P.R. China (GACC) have issued Decree No 56 entering into force on 1st June 2018. The Decree requires the submission of additional data elements in the FWB and FHL messages as well as mandatory provision on the paper AWB and HAWB consolidated manifest.

This Decree is imposing additional data requirements for shipments brought by air to China, in particular:

  • transmission of Enterprise Codes for Shippers and Consignees
  • transmission of the contact details (name + phone number) of Consignees at Master and House Air Waybill levels.

The Decree requires the submission of additional data elements in the FWB and FHL messages as well as mandatory provision on the paper AWB and HAWB consolidated manifest.

To help meet the requirement we encourage the submission of standard electronic messages FWB and FHL. If you still are not sending electronic messages we suggest to contact the IAG Cargo messaging suppliers, Descartes or Champ.

The new mandatory data must be provided in the OCI field of either Cargo-XML and Cargo-IMP FWB and FHL messages sent to regular IAG Cargo electronic addresses, with a copy to the address DSGUNXA, both for all IAG Cargo shipments to Beijing and Shanghai.

The data must be provided in the OCI field of the FWB and FHL in the format listed in the table below and apply to message versions up to and including FWB 16 and FHL 4.

7. Transmitting Specified Contact Person’s Name for Notify Party (shipper): OCI/CN/NFY/CP/Name
8. Transmitting Specified Contact’s Phone for Notify Party: OCI/CN/NFY/CT/Phone#

 

In addition IATA have defined 2 new codes: “CP” ‐ Contact Person and “CT” ‐ Contact Telephone Number, in Code list 1.100, i.e. Customs, Security and Regulatory Control Information Identifiers and should be added to your Cargo IT systems.
